Edit a program and its incentives
Read a program's status and completeness banner, set its budget, add and edit incentives, update its detail cards and content sections, and use the admin-only actions menu to edit, archive, or delete the program.
Before you start
- Programs is available to economic development organization (EDO) accounts only.
- You need an existing program to open — from the Programs list, click a program card.
- Anyone on your account can edit the fields on the program page. Edit Program, Archive, and Delete Program — reached from the Actions menu — are visible only to account admins.
Steps
Check the status and completeness banner
The program's status (Draft, Active, Inactive, or Archived) shows as a badge at the top of the page. If key fields are empty, a Missing program details banner appears next to it, listing which ones: Budget, Incentives, Description, Objective, Start Date, End Date, Eligibility Requirements, Contact, and Geographic Focus. Click any item in the banner to jump straight to that section.
Set the program budget
Open the Budget Overview card and click its pencil icon to set the Total Program Budget. The card also shows Manually allocated — the sum of the Manually allocated amount you've entered across the program's incentives — and how much of the total budget is left. Manually allocated is a running total you maintain; the program doesn't stop you from allocating more than the total budget, so treat the remaining figure as a planning guide.
Add, edit, or remove an incentive

In the Incentive Information card, click Add Incentive and fill in Type, Name, Budget, and Manually allocated amount, then click Save Incentive. If the type you need isn't listed, choose Add Incentive Type at the bottom of the Type list and name the new type inline.
To change an existing incentive, click its pencil icon to edit the same four fields, or click its X icon to remove it — removal has no confirmation step, so double-check before clicking it.
Update the Program Details card

Click the pencil icon on Program Details to open Edit Program Details, where you set Designation (Local, State, or Federal), Geographic Focus (Local, Regional, Statewide, or National), Start Date, End Date, and Industries. The Industries picker lists the platform's shared industry list with checkboxes; if the one you need isn't there, choose Request an Industry at the bottom of the picker to send it to a platform admin for review — it won't appear in pickers until approved.
Update Timeline & Administration and Contact Information
The Timeline & Administration card (Created and Last Updated dates, plus Administration Type and Legal Citation you can edit) and the Contact Information card sit alongside Program Details. Click a card's pencil icon to edit it.
In Edit Contact Information, use Select existing contact to search your contacts by name or email, or skip straight to the fields below it to enter First Name, Last Name, Phone, Department, and Fax — and Email, which is required only when you're creating a brand-new contact rather than linking an existing one.
Edit Program Content and Classification & Links
Below the info cards, Program Content holds Description, Objective, Specifics, Eligibility Requirements, Application Information, and Fiscal Information — each is its own inline section with a pencil icon; click it, type into the text box, and click Save.
Classification & Links holds Business Needs (pick from presets or add your own, then remove any with its X) and Websites — click the pencil icon next to Websites and enter one URL per line.
Use the Actions menu
Account admins see an Actions menu at the top of the page with:
- Edit Program — opens the Edit Program dialog for the program's core fields (Program Name, Program Type, Designation, Status, Program Provider, Description, Start Date, End Date).
- Activate / Deactivate / Archive — changes the program's status directly, depending on its current status.
- Delete Program — asks you to confirm, then permanently removes the program from the list along with all of its incentives.
What happens next
- Saving any field on the program page updates it immediately; there's no separate publish step.
- Requesting a new industry sends it to a platform admin for review — it stays unavailable in any picker until approved.
- Deleting a program also deletes its incentives; there is no way to recover either afterward.
Common questions
Q: Why does the banner say details are missing when the program is active? A: The Missing program details banner checks a fixed list of fields — Budget, Incentives, Description, Objective, Start Date, End Date, Eligibility Requirements, Contact, and Geographic Focus — regardless of the program's status. An active program can still be missing one of these; click the item in the banner to jump to it and fill it in.
Q: What is the difference between an incentive's budget and its manually allocated amount? A: Budget is the ceiling you've set for that incentive. Manually allocated amount is the amount you've recorded as committed against it — you enter and update both yourself, and the program doesn't block you from setting allocated higher than budget, so use the percentage shown on the incentive as a guide, not a hard limit.
Q: If I delete a program, what happens to its incentives? A: All of the program's incentives are deleted along with it. Deletion is permanent — there is no way to restore a deleted program or its incentives.
Q: Can a member edit a program? A: Yes. Any signed-in member of your account can edit the budget, incentives, detail cards, and content sections on a program's page. Only account admins see the Actions menu, so only admins can edit the program's core fields through Edit Program, archive it, or delete it.
